A report by Griffith University lecturer Terefe Gebreyesus found that Ethiopia’s democratic transitions in 1991 and 2018 did not achieve stable governance. The analysis cited poverty, conflict, elite polarization, and weak political institutions as key obstacles. Griffith stated that future democratic reforms would require sustained economic growth, integration of diverse ethnic and religious groups, and political elites committed to compromise and adherence to democratic principles.
