President Yoweri Museveni distributed an estimated $20 million in cash, loans, and equipment to groups across Uganda, including traders, journalists, and youth associations, between July and September 2025. The government described the disbursements as economic empowerment programs. Still, critics accused Museveni of using the funds to strengthen political support ahead of the January 2026 election, where he seeks to extend his 39-year presidency. The giveaways have drawn concerns over possible voter bribery.
