President William Ruto signed the Computer Misuse and Cybercrimes (Amendment) Bill, 2024 into law on Oct. 15, 2025, granting the government authority to block websites and remove content deemed illegal, including child pornography, terrorism, and extreme religious or cult activities. The law broadens cybercrime definitions, criminalizes phishing, SIM card fraud, and digital impersonation, and allows pre-emptive court action to shut down offending platforms. Critics warn it may curb free expression and target dissent.
